Functions
The Subdirectorate of Migration Analysis is attached directly to the Secretariat of State for Migration, in order to centralize the work of study, report and analysis on migration policies and statistics, functions currently dispersed, thus making it possible to have the necessary information for the planning, monitoring and evaluation of migration policy, which will functionally depend on the General Secretariat for Objectives and Policies of Inclusion and Social Security when exercising certain functions entrusted to it, when these relate to the foreign population, immigrants, asylum seekers or international protection, emigrants and returnees.
- For the Secretariat of State for Migration, on which it depends directly:
- Coordination of studies, reports and analyses on migration policies and statistics, without prejudice to the functions of the Spanish Monitoring Centre on Racism and Xenophobia.
- Monitoring and analysis of the evolution of the cost and quality of the programs and benefits, as well as economic planning, managed by the Secretary of State for Migration.
- The proposal for regulatory reforms and management procedures that allow better monitoring and supervision of the services and benefits managed by the Secretariat of State for Migration.
- The Secretariat of the Permanent Observatory on Immigration, as well as the support, advice and technical assistance to that Observatory, 2. whose chairmanship will be held by the holder of the Secretariat of State for Migration
- For the General Secretariat of Objectives and Policies of Inclusion and Social Security, on which it functionally depends, it is responsible for the exercise of functions in the terms provided in article 8.6, when these refer to the foreign population, immigrant, asylum seeker or international protection, emigrated and returned:
- The design, promotion and evaluation of policies that aim to help the incorporation and participation in society, in equal opportunities, of the most disadvantaged groups, as well as actions aimed at promoting the effectiveness of benefits and the sustainability of the Social Security system without prejudice to the competences of the other organs of the Department.
- The promotion, elaboration, coordination and follow-up of policies, strategies, plans and action programmes in the field of inclusion, in cooperation with other ministerial departments within the scope of their respective competences in the field of social affairs and, in particular, with the Ministry of Social Rights and Agenda 2030.
- The definition of inclusion objectives and development of a system of indicators with which to carry out the measurement, monitoring and evaluation of the inclusion objectives.
- The promotion of the incorporation of inclusion indicators in the decision-making process, in particular, in budget preparation.
- The monitoring of beneficiaries of the set of spending and income policies and the effects of these policies in terms of inclusion and inequality, with special attention to those related to the labour market, education, health, environment, housing and innovation.
- The promotion and realization of studies and reports on the trajectories of inclusion of people belonging to different groups in a situation of vulnerability, which allow to examine the impact on these trajectories of the different public policies and benefits.
- The exploitation of databases of inclusion indicators at the regional, national and international levels for the conduct of studies and reports that include the necessary information for decision-making by the Department ' s governing and higher bodies in relation to the policies of their competence in collaboration with the competent bodies and units.
- Support and advice to different ministerial departments and other public administrations on objectives and indicators of inclusion, without prejudice to the competences attributed to the Secretary of State for the 2030 Agenda.
- Coordination, including the planning, monitoring and promotion of statistical activity carried out in the Department.
- The elaboration and analysis of the statistics assigned to the Ministry of Inclusion, Social Security and Migration and that are not expressly attributed to another unit.
- The formulation of the National Statistical Plan and the annual programmes that carry it out within the Department and the preparation of the statistics assigned to it.
- The coordination of the public dissemination of the statistics carried out in the Department, which will be carried out in a consensual manner with the different superior and executive bodies and the management entities and common services of the Social Security, dependent or attached to the Department.
- Institutional coordination in statistical matters with the National Institute of Statistics, with other ministerial departments, with other public administrations and with international agencies, in particular, with the Statistical Office of the European Union regarding the statistics that correspond to the Department required by European Union regulations, without prejudice to the competences assigned to other units of the General Secretariat.
- The promotion, analysis, elaboration and coordination of plans, strategies and action programmes in the field of social inclusion.
- The monitoring, evaluation and review of policies, programs and strategies for inclusion and social benefits, aimed at ensuring inclusion.
- The analysis and proposal of improvement and redesign of the existing benefits to the competent departments, in the field of inclusion policies, in order to avoid possible duplications and maximize the effectiveness of these.
