The General Directorate of Spanish Citizenship Abroad and Return Policies, within the State Secretariat for Migration of the Ministry of Inclusion, Social Security and Migration, manages the rights and assistance programs for Spaniards living abroad, as well as return policies for emigrants returning to Spain.
Its tasks include the design and implementation of return plans, the management of economic aid and subsidies, and the coordination of the Administration for the care of these citizens.
It also assumes the duties of Secretariat and support for the General Council of Spanish Citizenship
Abroad.
The report includes the different services provided to citizens abroad (economic benefits, pensions and health care abroad), in the process of return (Office of Return) and once they have been installed again in our country (certificate of returned emigrants, economic benefits, pensions and Social Advisory Service for Returned Emigrants).
It also includes the information activity carried out by this unit and the work carried out by the General Council of Spanish Citizenship Abroad (CGCEE) in the last year. Balance-Foreign Citizenship 2025 (22PAGES)

The Royal Decree 180/2026, of March 11, regulating the recognition of the right to health protection and health care from public funds of foreign persons who are not legally resident in Spain, has been published in the Official State Gazette (BOE) of March 12, 2026, whose entry into force, in accordance with the provisions of its fifth final provision, will take place the day after its publication in the BOE.

The most significant novelty in the field of Spanish citizenship abroad is in its first final provision, which amends article 26 of Royal Decree 8/2008, of 11 January, which regulates the benefit due to necessity in favor of Spanish residents abroad and returnees.
