General Subdirectorate of Maritime Social Action
Functions
- The planning and supervision of the provision of comprehensive assistance to seafarers on board and abroad, through the medical radio center, the health vessels of the Social Institute of the Navy and/or assistance centers abroad.
- The control of the performance of medical examinations of maritime embarkation in accordance with the specific regulations and with the provisions of the international conventions ratified by Spain.
- The verification of the sanitary conditions of the boats, including the control of the botiquins on board and the elaboration and facilitation of the sanitary documentation related to them, such as the Book of review of the botiquin and the Sanitary Guide on board.
- The development of actions in the field of protection, promotion and improvement of occupational health, including the monitoring of the health of seafarers, in accordance with the provisions of Law 14/1986, of 25 April, General Health, and Law 31/1995, of 8 November, on the prevention of occupational risks, and its development regulations.
- Health training for seafarers, the approval of private centres to provide specific health training and the issuing of health training certificates.
- The coordination of the provision of specialized training and mandatory vocational training for the development of sea-fishing activity through the network of centres of the Social Institute of the Navy, the elaboration of the annual plan of training of seafarers and the advice to them in the field of sea-fishing training, as well as the coordination and management of national training centres acting in this field as an intermediate body for the management of the European Social Fund.
- The promotion and management of the social welfare of seafarers on board and abroad. The monitoring and control of assistance benefits in response to special situations arising from work at sea, and the exemption of services that guarantee their assistance in cases of abandonment, as well as social assistance to seafarers and their beneficiaries as a result of situations of abandonment abroad by their companies, shipwrecks or similar events and their enlistment in foreign ships. All this without prejudice to the protective functions of the competent consular authorities.
- The technical direction and coordination of the activities entrusted to the sanitary and logistical support vessels of the Social Institute of the Navy, Esperanza del Mar and Juan de la Cosa.
- The coordination and management of care centres abroad.
- Technical support and cooperation with national and international agencies related to occupational and maritime health activities.
- The coordination and development of programs and activities aimed at enhancing and increasing maritime safety and the safety of work at sea, as well as collaboration with other administrative bodies with competences in the marine-fisheries sector.
- In territories where the competence of the Social Institute of the Navy is maintained, the planning and supervision of health care for seafarers and their beneficiaries within the national territory, social assistance and services aimed at promoting the welfare of seafarers and their families, and vocational training and active employment policies.
