Income from social security contributions increased by 9.9% year-on-year, reaching 114,711 million euros

Income from social contributions to Social Security recorded a 9.9% year-on-year increase in the data accumulated until September of this year, reaching 114,711 million euros (10,317 million more than a year before).
Discounting the income corresponding to the Intergenerational Equity Mechanism, in force since January 1, the increase in social contributions would be 8% year-on-year (8,352 million more).
If you take as a reference the data of the last year that was not affected by the pandemic, 2019, the increase in contributions is 22,104 million euros (23.9% more).
Overall, the Social Security accounts show a positive balance as of September 30, 2023, of 1,207 million euros, compared to the 740 million euros of deficit recorded on the same date of the year 2022. These 1,207 million, equivalent to 0.1% of GDP, are the result of the difference between rights recognized by non-financial operations of 150,407 million euros, which show an increase of 11.3%, and recognized obligations of 149,200 million, which grow by 9.8% year-on-year.
For its part, the data up to the month of August (last available data) show a balance of 2,419 million euros, equivalent to 0.2% of GDP, for the Social Security Funds, which include, in addition to the system, the data of the Salary Guarantee Fund (FOGASA) and the Spanish Public Employment Service (SEPE).
In terms of cash, the system’s liquid collection reaches 148.963 million euros, with an increase of 11.5% compared to the previous year, while payments show an increase of 9.7%, reaching 148.926 million euros.
Non-financial income
In these nine months, social contributions amounted to 114,711 million euros, which represents an increase of 9.9% compared to the income of the same period of the financial year 2022 (10,317 million euros more).

This behavior is driven by the evolution of the contributions of employed, who experience a year-on-year increase of 10.3%, to reach 108.315 million euros (10.151 million euros more).

In addition, the contributions of unemployed are estimated at 6,396 million euros, which represents an increase of 2.7% (166 million euros more)
The transfers received by the Social Security amount to 33,435 million euros, with a year-on-year increase of 12.5%. The most significant item corresponds to the transfers received from the State and Autonomous Agencies totaling 30.110 billion (15.3% more), in particular, the increase has its origin, fundamentally, in a greater perception of funds to ensure compliance with the First Recommendation of the Toledo Pact.
Non-financial expenses
On the expenditure side, financial benefits to families and institutions reached 139,535 million, 9.5% more than in the same period of 2022. This figure represents 93.5% of the total expenditure made in the Social Security system.
The largest item, 128,314 million, relates to pensions and contributory benefits, with an increase of 9.5%.
In a detailed analysis of the contributory area, expenditure on pensions (permanent disability, retirement, widowhood, orphanhood, in favor of family members and contributory pension supplements for the reduction of the gender gap) is increased by 10.8% to 114,625 million euros, due to the increase in the number of pensioners (1.2%), the increase in the average pension (9.5%), as well as the general revaluation of 8.5% of contributory pensions in the financial year 2023.
With regard to temporary disability benefits, total expenditure decreased by 0.2% compared to the same period of the previous year, to reach 10,113 million euros, while benefits for birth and child care, co-responsibility in infant care, risk during pregnancy and during natural breastfeeding and care for children affected by cancer or another disease amounted to 3,001 million (5.5% more).
Non-contributory pensions and benefits, including minimum supplements to contributory pensions, reach 11,221 million euros, 9.7% more than in the same period of the previous year, mainly due to the maintenance of the extraordinary increase of 15% in retirement and disability pensions in their non-contributory modality and Minimum Vital Income that has been applied since July 2022.
Of this amount, it is allocated to non-contributory pensions and supplements for a minimum of 7.38 billion (6.7% more), and to subsidies and other benefits 3.841 billion (16% more), of which 3.628 billion euros correspond to Minimum Vital Income and family benefits, 16.3% more than the previous year.
