Revenues from social security contributions grow by 7.1% year-on-year and reach 72,687 million euros

Income from social security contributions recorded an increase of 7.1% year-on-year in the data accumulated until May of this year, reaching 72,687 million euros. This figure is 4,798 million more than the previous year.
In particular, the income corresponding to the Intergenerational Equity Mechanism (MEI), in force since January 1, 2023, registered a year-on-year increase of 32.5%, to reach 1,955 million euros, which are funded by the Social Security Reserve Fund.
If you take as a reference the data of the last year that was not affected by the pandemic, 2019, the increase in contributions is 21.699 million euros (42.6% more). The comparative monthly analysis shows that in May the income from quotas was 14,650 million euros, 4,458 million euros more than the same month of 2019.
As of May 31, 2025, the Social Security accounts show a positive balance of 2,835 million euros, which contrasts with the 635 million euros of negative balance obtained on the same date of the year 2024. These 2,835 million, are the result of the difference between rights recognized for non-financial transactions of 89,141 million euros, which show an increase of 10.8% and recognized obligations of 86,307 million, which grow by 6.5% year-on-year.
For its part, the data up to the month of April (last data available) show a positive balance of 3,222 million euros for the Social Security Funds, which include, in addition to the Social Security system, the data of the Spanish Public Employment Service (SEPE) and the Salary Guarantee Fund (FOGASA).
In terms of cash, the system’s liquid collection reaches 87,418 million euros, with an increase of 10.4% compared to the previous year, while payments show an increase of 6.4%, up to 86,095 million euros.
Non-financial income
As already indicated, in these first five months of the year, social contributions amount to 72,687 million euros, which represents an increase of 7.1% compared to the income of the same period of the 2024 year (4,798 million euros more).
This behavior is driven by the evolution of the contributions of employed, who experience a year-on-year increase of 7.1% to reach 68,486 million euros (4,544 million euros more than in the previous year).
Among the contributions of employed workers we can highlight the evolution of these by regimes, distinguishing between general regime with a cumulative amount of 56,071 million euros and special regimes (including Special Regime of Self-Employed Workers, Special Regime of the Sea, Special Agrarian Regime and Special Regime of Mining and Coal) with a global amount of 5,141 million euros.
In addition, unemployment contributions are estimated at €4,201 million, which represents a year-on-year increase of 6.4% (€254 million in absolute terms).
The transfers received by the Social Security amount to 15,452 million euros. The most significant item corresponds to the transfers received from the State and Autonomous Agencies, totalling 13,359 million. In particular, the increase is mainly due to the advance receipt of funds to ensure compliance with the First Recommendation of the Toledo Pact compared to the previous year (3,639 million euros more than in the same period of the previous year).
Non-financial expenses
On the expenditure side, financial benefits to families and institutions reached 81,242 million, 6.7% more than in the same period of 2024. This figure represents 94.1% of the total expenditure made in the Social Security system.
The largest item, 74,176 million euros, which corresponds to pensions and contributory benefits, shows an increase of 6.3% compared to the same period of the previous year.
In a detailed analysis of the contributory area, pension expenditure (permanent disability, retirement, widowhood, orphanhood, in favour of relatives and the supplement for the reduction of the gender gap) is increased by 5.8% to 64.827 billion euros, due to the increase in the number of pensioners (1.7%), the increase in the amount of the average pension (4.5%), as well as the general revaluation of 2.8% of contributory pensions in the financial year 2025.
With regard to temporary disability benefits, total expenditure increased by 12.1% compared to the same period of the previous year, to 7,162 million euros, as well as benefits for birth and child care, co-responsibility in the care of the infant, risk during pregnancy and during natural breastfeeding and care of minors affected by cancer or another disease amounted to 1,865 million (5.6% more).
Non-contributory pensions and benefits, including minimum contributory pension supplements, amount to EUR 7,066 million, 10.6% more than in the same period of the previous year. This increase is mainly due to the general revaluation of 9% established for the financial year 2025.
Of this amount, 4,378 million (10.2% more) are non-contributory pensions and supplements, and 2,688 million are subsidies and other benefits, of which 2,511 million euros correspond to Minimum Vital Income and family benefits, 12.8% more than the previous year.
