The Spanish Monitoring Centre on Racism and Xenophobia (OBERAXE), attached to the State Secretariat for Migration of the Ministry of Inclusion, Social Security and Migration, held on Wednesday the second meeting of the working group with representatives of the main digital platforms operating in our country. It is the second meeting since the launch of this initiative in the last quarter of 2025.

This second meeting, in which Google, Meta (Facebook and Instagram), TikTok, LaLiga, The Department of National Security (DSN) and the director of OBERAXE, Tomás Fernández Villazala, have participated, in addition to the secretary of State of Migration, has also served to take stock of the good collaboration between the Government and the platforms, which is already giving rise to the fundamental social networks. Thus we have achieved a 50% withdrawal of messages, which helps us every day to achieve a more just, respectful and multicultural society. And the first data of December confirms this increasingly positive trend, which makes us see that we are on the right path,” explained Fernández Villazala.

More than five years monitoring the main platforms

The monitoring of hate speech in social networks carried out by OBERAXE consists in the search, collection, analysis and notification to the platforms, of hate speech content with racist motivation, xenophobia, Islamophobia, anti-Semitic and anti-Gypsy TV Since 2022, the OBERAXE has had its own application, ALERTODIO, designed by the Polytechnic University of Valencia (UPV), for the registration and collection of hate speech contents identified in the networks. Computer support and development is carried out by the Social Security Information Technology Department of the Ministry of Inclusion, Social Security and Migration.

In 2024, the collaboration agreement signed between the Ministry of Inclusion, Social Security and Migration and LALIGA has allowed OBERAXE to deepen and multiply the scope of the work carried out through the new FARO System (Filtering and Analysis of Hatred in Social Networks). This system applies the artificial intelligence, trained in the Monitor for the Observation of Hatred in Sport (MOOD) of LALIGA, to the methodology, specialization and experience accumulated by the OBERAXE.

The notable increase in the third quarter of 2025 of hate speeches in social networks and the social conflict derived from the events that occurred in Torre Pacheco (Murcia) led the Minister of Inclusion, Social Security and Migration, Elma Saiz, to urgently coordinate the meeting with the main digital platforms and other public institutions.
