El Gobierno aprueba una ayuda para familias vulnerables de Ucrania de 400 euros más 100 euros por menor al mes

Madrid, Monday, August 1, 2022.- The Council of Ministers has approved, on the proposal of the Ministry of Inclusion, Social Security and Migration, a Royal Decree that regulates the direct granting of subsidies to the Autonomous Communities to finance the provision of direct economic aid for the beneficiaries of the Temporary Protection regime, affected by the conflict in Ukraine who lack sufficient economic resources.

Thanks to this grant, which amounts to 52.8 million euros, the payment of an aid in the amount of 400 euros per month per adult who has the status of final recipient of the benefit, plus 100 euros per month for a minor dependent, will be financed, as well as the management expenses incurred by the autonomies. The persons who are beneficiaries must prove the link with the minor in charge, by means of a resolution granting the temporary protection regime jointly and jointly with the minor. In the event that there is more than one person responsible for the minor, only one of them may receive the additional amount for dependent minors.

The aid will be paid monthly, subject to justification of the requirements and will last for a maximum of six months. The period of execution of the actions to be financed will be from the entry into force of this royal decree until December 31, 2023.

It is currently estimated that there are approximately 130,000 displaced persons from Ukraine in Spain, assisted in emergency devices or in the reception system of international protection. A large majority are using their own resources or are resorting to networks of contacts (family, friends) that they have been able to find in Spain. Many of these people may find themselves in a situation of lack of material resources and are therefore potential users of the resources of the reception system in the future.

Given this situation, the Government considers it necessary to have an instrument that allows, on the one hand, to provide assistance to displaced persons in accordance with the legal reception obligations and the political commitments assumed by Spain, and, on the other, not to exert excessive pressure on the reception system. This system must continue to receive the persons to whom it is addressed, mainly applicants for international protection, whose number has not been reduced by the arrival of displaced persons from Ukraine.

Expenses in CCAA and municipalities

Also at today’s meeting, the Government gave the green light to the Royal Decree regulating the direct granting of subsidies to the CAAC to promote and encourage better care of the basic needs of the beneficiaries of the temporary protection regime affected by the conflict in Ukraine.

The total amount of the grants will be 30 million euros. This amount will be distributed among the beneficiary entities according to an objective and proportional distribution criterion, based on the percentage represented by the new discharges of persons of Ukrainian nationality registered in the Municipal Register published by the National Institute of Statistics (INE) for the period from March 1 to May 31, 2022 with respect to the total of new discharges of persons of Ukrainian nationality registered in the Register throughout Spain, provided that these percentages exceed 0.5% of the total. The grant will be paid in two payments.

With this measure, the Government finances increases in current and personnel costs resulting from the development of the following benefits and activities incurred by regional and local administrations: the strengthening of information and guidance services that facilitate equitable access to social resources and public services; the direct or indirect provision of accommodation or maintenance services to persons benefiting from temporary protection; the provision of conciliation, leisure and leisure services; learning services in Spanish or other official languages. The actions carried out between 24 February 2022 and 31 December 2023 will be eligible for funding.

The beneficiary entities shall justify the subsidy by providing a certificate issued by the holder of the competent body, attesting to the performance of the activity and the amount of the eligible expenses.
