El Fondo de Impacto Social apoya a Suara Cooperativa para atender a menores vulnerables y combatir la soledad no deseada

The Social Impact Fund (FIS) has granted a loan of 3 million euros to Suara Cooperativa, a non-profit entity in the third sector, for the development of two social impact projects: the creation of a Residential Center for Educational Action (CRAE) in Barcelona and the expansion of Casal TV, a digital accompaniment platform for older people.

This public financial instrument, managed by Cofides, is attached to the Ministry of Inclusion, Social Security and Migration.

Residential Educational Care Center

The funding will be used, on the one hand, to support the reform of a plant in a building purchased by Suara for conversion into a CRAE. This new centre will have the capacity to care for 20 children and adolescents under protective measures. Its care model will combine emotional accompaniment, family intervention and proactive follow-up with the aim of providing a stable and safe environment to minors in a particularly vulnerable situation.

Accompaniment to elderly people

On the other hand, the investment of the FIS will be used to extend the reach of Casal TV, a digital accompaniment service for elderly people that uses television as the main channel to promote socialization and combat the negative effects derived from isolation and sedentarism.

Currently, the project is operational in seven municipalities of Catalonia and aims to expand to more municipalities and other regions of Spain, reaching a greater number of people at risk of unwanted loneliness. In this initial phase it has 60 users and its number is expected to grow considerably thanks to the investment made by the Social Impact Fund.

The operation is completed with technical assistance of 50,000 euros to strengthen the training, through training, of the teams involved in the development of Casal TV.

Scale projects that combine technology and personalized attention

After formalizing the financing agreement, Elena Rodríguez, Secretary General of Inclusion, stressed that “this operation connects with a central priority of inclusion policies: ensuring that people can develop their life projects with adequate support at each stage. With this investment, the FIS contributes to scale projects that combine technology, professional support and personalized attention, with the aim of improving the quality of life of those who are in situations of greater vulnerability.”

The President and CEO of Cofides, Angela Pérez, stressed that “this Cofides operation strengthens the role of the FIS as an instrument that mobilizes resources towards projects that combine financial sustainability and measurable impact on people’s lives.” He also pointed out that “with this funding, Cofides accompanies a reference entity in the social economy and provides innovative solutions to relevant challenges such as unwanted loneliness, the aging of the population and care for children in vulnerable situations”.

For her part, the co-director general of Suara Cooperativa, Laura Peracaula, stressed that "since the Governing Council of Suara we have made a firm commitment to trust Cofides, a private public manager, and the Social Impact Fund, since it is an initiative that is fully aligned with the values and the raison d'être of our cooperative".

About the FIS

The FIS is a fund created by the Government in June 2024 through the addendum of the Recovery, Transformation and Resilience Plan (PRTR) and has resources from the NextGenerationEU instrument. This public financial instrument is provided with 400 million euros to strengthen the impact ecosystem through support for investment projects that generate a positive and measurable social and/or environmental impact.
