1. Coordinate and direct legal assistance of a contentious nature within the scope of the Managing Entities and Common Services of Social Security, before any jurisdictions, Spanish or of the European Union, as well as before any jurisdictions abroad in the cases established in the current legal provisions, without prejudice to the necessary coordination with the Legal Service of the State.
2. By delegation of the Secretary of State for Social Security, the authorization of the raid against claims against the Social Security Administration in the area of management entities and common services, the withdrawal of actions deducted by the Security Administration Counsel, the withdrawal of resources and the removal of claims by the Social Security Administration Counsel.
3. By delegation of the Secretary of State for Social Security, the competence to raise the criterion to the competent body in terms of the application to be assumed by the Attorney of the Social Security Administration in cases of conflicting interests between management entities and common services of the Social Security Administration.
4. By delegation of the Secretary of State for Social Security, the power to urge the adoption of the decision so that the Lawyers of the Social Security Administration can assume the representation and defense of the Managing Entities and Common Services of Social Security in arbitral processes.
5. To issue the necessary Service Orders and Instructions to guarantee the effectiveness of the principle of unity of doctrine in the field of Management Entities and Common Social Security Services, the coordinated action of the delegated Legal Services of the Social Security Administration, as well as those related to their operation.
6. Inspect the legal technical performance of the delegated Legal Services of the Social Security Administration.
7. To attend and dispatch communications with the judicial authorities when appropriate, in accordance with the provisions of the procedural laws and the organic regulations of the judiciary.
8. Authorize the representation and defense in judgment of authorities, officials and employees of the Managing Entities and Common Services, whatever their procedural position, when the proceedings are followed by acts or omissions related to the exercise of their office.
9. Coordinate and direct the legal advice of the Social Security Administration in the field of management entities and common services of the Social Security, as well as develop all those functions of legal advice for which it was required, without prejudice to the powers of consultative order attributed to other organs of the Administration.
10. The issuance of reports that imply a special transcendence, affect more than one Managing Entity or Common Social Security Service or are required by them.
11. The establishment of interpretative criteria of a general nature in the subjects of its field of action.
12. It may be entrusted with the study or revision of preliminary draft laws, draft provisions, or any other matter that, in the field of social security, the respective ministerial departments require from the Directorate of the Legal Service of the Social Security Administration, without prejudice to the powers conferred by the legislation in force on other bodies.
13. Promote the realization and dissemination of research work and the organization of activities aimed at deepening the knowledge of subjects of interest for the development of the legal assistance function.
14. To convene specific training and further training courses for officials belonging to the Higher Legal Corps of the Social Security Administration, without prejudice to the functions specifically assigned to the Under-Secretariat for Employment and Social Security. Prepare the proposal of the annual program of activities and specific courses of training and improvement, proposing the appropriate modifications, as well as its specific organization.
