This guidebook is a product of the FIRIR project (Training to identify and record racist incidents). It is a specific training tool aimed at national, regional and local security and police forces in order to provide them with specific knowledge to effectively detect and record racist and xenophobic incidents.
The guidebook addresses key concepts and provides a diagnosis of the actual situation in Spain as well as the need to identify and investigate racist incidents. It provides orientation for performing identification, a selection of best policing practice (pooling from both Spain and abroad) and recommendations to draft a police protocol to address racist and xenophobic incidents.
