The Under-Secretariat has the ordinary representation of the Ministry and the direction of its common services, as well as the exercise of the powers referred to in article 63 of Law 40/2015, of 1 October, on the Legal Regime of the Public Sector, and, in particular, the performance of the following functions:

1. Support and technical advice to the Department ' s head in the development and approval of the Department ' s action plans.
2. The study of the different organizational elements of the Department and the direction and implementation of organizational projects at ministerial level.
3. The supervision of the technical-legal foundation of all matters of the ministry and its public bodies that are submitted for the consideration of the General Commission of Secretaries of State and Assistant Secretaries and of the Council of Ministers.
4. Coordination and management of the Department ' s human, financial, technological and material resources.
5. The report of the draft norms of other ministries, coordinating the actions within the ministry and with the other departments that have to intervene in the procedure.
6. The coordination of the Department’s action abroad, international cooperation, without prejudice to the competences of the Ministry of Foreign Affairs, European Union and Cooperation, and the coordination of the Departments of Labour, Migration and Social Security abroad, without prejudice to the competence of the Spanish Embassies or Diplomatic Missions abroad and the direct dependence of the holders of those in respect of the Head of Diplomatic Mission.
7. To support the Data Protection Delegate of the Ministry of Labour, Migration and Social Security in the performance of the functions attributed to them under the legislation in force, providing the necessary resources for the performance of these functions.
