Functions

  1. To study and propose the resolution of the discrepancies that arise as a result of the control function, when it has been exercised by one of its Delegated Interventions.
  2. Verify the performance of the aforementioned Interventions delegated in the exercise of the control and intervening functions.
  3. To propose the resolution of consultations and reports in matters within their competence.
  4. Elaborate and propose the approval of the norms and precise instructions for the best exercise of the intervening function.
  5. To propose uniform criteria for action in this area.
  6. Analyze the actions that may give rise to accounting or other responsibility files as a result of the exercise of the financial control or intervening function in the field of Social Security, in accordance with the current regulations, for which it will constitute the Unit of Accounting Responsibilities, whose organic level will be the one attributed to it in the corresponding list of jobs, dedicated to the monitoring and promotion of actions demanding responsibility or equivalent.
  7. To formulate proposals for prior control of acts of economic content of the Social Security Management and Common Services Entities subject to this form of control in the following cases:
    1. When such acts are approved by the Council of Ministers, the Government Delegated Commissions or when the opinion of the Council of State of the General Directorate of the State Legal Service is mandatory.
    2. When the approval of the aforementioned acts implies a modification of others that would have been supervised by the Comptroller General of Social Security.
    3. When the General Intervention of the Social Security, making use of its powers, had for itself any act or file.
  8. To be aware of the appeals and claims made by the General Social Security Intervention Delegates to the corresponding bodies, as well as to prepare and process those that the General Social Security Intervener would have to present.
  9. Propose the appropriate designations related to the intervention of investments.
  10. Carry out the studies and reports that within the scope of his competences are entrusted to him.
