Functions

It is responsible for the elaboration and development of the Government’s policy on inclusion.

As a governing body directly dependent on the person in charge of the Ministry, it has the following functions:

  1. The design, promotion and evaluation of policies that aim to help the incorporation and participation in society, in equal opportunities, of the most disadvantaged groups, as well as actions aimed at promoting the effectiveness of benefits and the sustainability of the Social Security system without prejudice to the competences of the other organs of the Department.
  2. The promotion, elaboration, coordination and follow-up of policies, strategies, plans and action programmes in the field of inclusion, in cooperation with other ministerial departments within the scope of their respective competences in the field of social affairs and, in particular, with the Ministry of Social Rights and Agenda 2030.
  3. The definition of inclusion objectives and development of a system of indicators with which to carry out the measurement, monitoring and evaluation of the inclusion objectives.
  4. The analysis, evaluation and realization of projections aimed at ensuring the financial sustainability of the Social Security system and the efficiency and adequacy of its benefits.
  5. The coordination of the economic aspects of the reports of the normative impact analysis at the Department level.
  6. Support and advice in the elaboration, analysis and, where appropriate, dissemination of any statistical activity to the different units of the Ministry of Inclusion, Social Security and Migration in the field of competences.
  7. Coordination of the Department’s representation to multilateral agencies and support in the preparation of studies and reports that the relationship with these multilateral agencies requires.

In particular, the General Secretariat shall exercise the following functions:

  1. The development of objective indicators of inclusive growth and inequality for the Spanish economy that can be used for the design and decision-making of new policies or the reformulation of existing ones.
  2. The promotion of the incorporation of inclusion indicators in the decision-making process, in particular, in budget preparation.
  3. The monitoring of beneficiaries of the set of spending and income policies and the effects of these policies in terms of inclusion and inequality, with special attention to those related to the labour market, education, health, environment, housing and innovation.
  4. The definition and analysis of objectives linked to inclusive growth.
  5. The continuous monitoring and ex-post evaluation of the degree of compliance with the objectives of inclusion and inclusive growth established, especially the Minimum Vital Income and other policies of the Department, in cooperation with the Ministry of Social Rights and Agenda 2030.
  6. The promotion and realization of studies and reports on the trajectories of inclusion of people belonging to different groups in a situation of vulnerability, which allow to examine the impact on these trajectories of the different public policies and benefits.
  7. The exploitation of databases of inclusion indicators at the regional, national and international levels for the conduct of studies and reports that include the necessary information for decision-making by the Department ' s governing and higher bodies in relation to the policies of their competence in collaboration with the competent bodies and units.
  8. Support and advice to different ministerial departments and other public administrations on objectives and indicators of inclusion, without prejudice to the competences attributed to the Secretary of State for the 2030 Agenda.
  9. Coordination, including the planning, monitoring and promotion of statistical activity carried out in the Department.
  10. The elaboration and analysis of the statistics assigned to the Ministry of Inclusion, Social Security and Migration and that are not expressly attributed to another unit.
  11. The formulation of the National Statistical Plan and the annual programmes that carry it out within the Department and the preparation of the statistics assigned to it.
  12. The coordination of the public dissemination of the statistics carried out in the Department, which will be carried out in a consensual manner with the different superior and executive bodies and the management entities and common services of the Social Security, dependent or attached to the Department.
  13. Institutional coordination in statistical matters with the National Institute of Statistics, with other ministerial departments, with other public administrations and with international agencies, in particular, with the Statistical Office of the European Union regarding the statistics that correspond to the Department required by European Union regulations, without prejudice to the competences assigned to other units of the General Secretariat.
  14. The promotion, analysis, elaboration and coordination of plans, strategies and action programmes in the field of social inclusion.
  15. The monitoring, evaluation and review of policies, programs and strategies for inclusion and social benefits, aimed at ensuring inclusion.
  16. The analysis and proposal of improvement and redesign of the existing benefits to the competent departments, in the field of inclusion policies, in order to avoid possible duplications and maximize the effectiveness of these.
  17. The study, report and proposal of the regulations of the Minimum Vital Income and associated measures with the purpose of reducing inequality, poverty and the fair socio-labor participation of the most disadvantaged groups, in cooperation with the Ministry of Social Rights and Agenda 2030.
  18. The relationship and technical collaboration with the department responsible for the European Social Fund and with other departments competent in other relevant funds in the field of social inclusion, as well as with the Autonomous Communities in the field of inclusion and those social benefits limited to that field.
  19. The relationship and technical collaboration with the European Union and international organizations in the programs related to social inclusion.
  20. Support, advice and technical assistance to the relevant bodies in the field of analysis, monitoring, evaluation and modification of minimum income systems and social inclusion policies in the Autonomous Communities, without prejudice to the competences currently attributed to the Territorial Council of Social Services and the System for Autonomy and Care of the Unit.
  21. The preparation of the statistics assigned to the Ministry of Inclusion, Social Security and Migration and attributed to it in terms of inclusion policies.
  22. The development of forecasting models and projection of the variables that configure the Social Security system
  23. Preparation, maintenance and dissemination of medium- and long-term income and expenditure projections, as well as forecasting of the surplus/deficit path of the Social Security system.
  24. The development of specific analyses of the jobs derived from inclusion policies, defining and maintaining a system of synthetic and easy-to-communicate indicators on the main explanatory variables of the evolution of sustainability and the adequacy of benefits. The system of indicators will take into account those developed by the EU and OECD Committees for Social Protection and Economic Policy.
  25. The ex-post evaluation of the policies adopted that affect the income or jobs of the Social Security system, through technical and transparent criteria, as well as the establishment of indicators that evaluate the efficiency and effectiveness of these measures.
  26. The elaboration of proposals that contribute to defining the strategic axes, objectives and actions conducive to achieving the financial sustainability of the system, the efficiency of benefits, and also its transparency and transfer to society of the economic and budgetary reality of Social Security.
  27. The promotion of transparency and accessibility to relevant and timely statistical information. Standardize, simplify and disseminate information internally and externally.
