Social Security has processed 351,507 birth and childcare permits between January and September

Social Security processed 351,507 birth and childcare benefits in the first nine months of 2024, of which 164,849 were for the first parent, usually the mother, and 186,658 for the second parent, usually the father.
The cost of the birth and child care allowance between January and September of this year was 2,697.3 million euros. In the same period of 2023, this figure stood at 2,546.5 million euros, which represents an increase of 5.9%.
The average processing time for this benefit between January and September is 6.7 days.
The childbirth and childcare benefit, which replaced the old maternity and paternity benefits, came into force on January 1, 2021 and entails the complete equalization of both. Currently, the leave is 16 weeks for both parents and is recognized as an individual and non-transferable right. Of the 16 weeks, six of them must be enjoyed immediately after childbirth or judicial or administrative resolution in cases of adoption, custody or placement. The rest of the time can be arranged in successive periods.
The amount of these benefits is equivalent to the base of contributions for common contingencies for the month immediately preceding the month prior to the beginning of the rest period for childbirth, adoption, custody or fostering, and is paid directly by the National Social Security Institute (INSS) during the weeks of the leave.
By autonomous communities, the highest number of benefits for birth and child care has been recognized in Andalusia (65,214), Catalonia (62,000), Madrid (57,448) and the Valencian Community (35,579).
The average duration of active childcare and birth benefits between January and September has been 110 days for women and 103 days for men.
The National Social Security Institute offers the possibility to apply for the birth benefit electronically, through the portal https://prestaciones.seg-social.es/. Successive rest periods may also be requested electronically for the birth or care of the child, if the parents choose to divide the period.
Leave of absence for child care, foster child or family member
On the other hand, the number of surpluses registered in these nine months of the year was 42,808, of which 36,177 corresponded to women, 84.5%, and 6,631 to men, which is equivalent to 15.5%.
In this period, 1,561 fewer surpluses were recorded than in the same period of the year 2023. Madrid (8,469), Catalonia (6,402), Andalusia (4,860), the Basque Country (4,561) and the Valencian Community (4,274) are the autonomous communities with the most processed surpluses.
The number of family care leave increases in Navarre (5.4%), the Basque Country (1.2%) and Castilla y León (0.04%). And it falls especially in the Region of Murcia (-9.7%) and Madrid (-8.5%).
Workers may apply for leave to care for children or minors who have been taken in or for the care of other family members. The first three years of leave to care for a foster child are considered an effective contributory period for the purposes of Social Security benefits for retirement, permanent disability, death and survival, maternity and paternity. The first year of leave to care for other family members is also considered to be actually paid for the purposes of these benefits.
