The Minimum Vital Income reaches more than 2 million people in November living in 665,500 households

According to the latest statistics published by the National Social Security Institute (INSS), the Minimum Vital Income (IMV) payroll reached 665,508 households in November. The average amount of the benefit is 470.1 euros per month per household and, overall, this month’s payroll has amounted to 363.4 million euros.
In order to respond to the situation of special vulnerability of the beneficiaries of the IMV in the localities affected by DANA, an extraordinary supplement of 15% has been applied to the payroll. In addition, the Child Support Supplement adds an additional 30%. The increase of 15% applies to non-contributory pensions and will also benefit IMV applications that had already been submitted in these localities and have not been resolved, and those requested before December 31 of this year, provided that the required requirements are met.
On the other hand, the application of the IMV for poverty that has come to pass has been facilitated, which is going to be able to be applied since January 1 (the usual deadline begins in April).
Management and support for the most vulnerable groups affected by DANA have also been strengthened and 948 new applications have been registered in the last month and 901 have been favourably resolved between new and pending applications.
It should be remembered that all IMV beneficiaries have at their disposal the short telephone 020 where information of this subsidy is provided, with an increase of 40% in its staff.
Households and beneficiaries
In November, there were 147,867 active benefits more than there were a year ago in this same period, which represents an increase of 28.6%. These households are home to 486,682 beneficiaries more than those registered in November 2023 (+31.7%).
In cumulative terms since June 2020, when this benefit was launched, in the midst of a pandemic, the IMV has reached 933,496 homes and protected the 2,774,812 people who are part of them. Where more than 1.2 million are boys, girls and adolescents, in particular, 1,206,350, 43.5% of the total.
Since the entry into force of this policy, Social Security has allocated 13,005 million euros to pay the payroll for this benefit.
Minors
The IMV is a benefit aimed at preventing the risk of poverty and social exclusion of people who live alone or are integrated into a coexistence unit and lack basic economic resources. In addition, one of its main objectives is to address child poverty.
In November, 68.3% of the living units receiving this benefit live minors (454,740). Among them, there are 115,596 single-parent households. If we look at the profile of the beneficiaries, 41.2% are minors: 833.277.
If the statistics are disaggregated by means of access to the benefit, it is seen that the beneficiary households with Child Support Supplement (Complete IMV and IMV-CAPI) this month reach 466,297. This form of IMV involves an aid of 115 euros per household per month in the case of children from 0 to 3 years; 80.5 euros per month for each child between 3 and 6 years; and 57.5 euros per month for each child between 6 and 18 years. The average amount of the supplement this month has been 68.5 euros per child and 127.3 euros per household with children.
The beneficiaries of the IMV are also characterized by having a strong female profile. In November, 67.3% of the headlines and 53.5% of the beneficiaries are women.
On the other hand, 82.3% of the total number of holders are of Spanish nationality and their average age is 45.2 years.
Gateway to the IMV from the provision of unemployment assistance
Recipients of the unemployment benefit who exhaust this benefit without having obtained a job are going to receive the IMV without doing more procedures, thanks to the new procedure that regulates this transition. People who meet the established requirements will not have to apply for it or provide additional documentation.
During the quarter prior to the expiration of the unemployment benefit, the SEPE will inform the beneficiary about the possibility of sending his/her data and those of his/her family unit, in order to process the IMV benefit. To do this, the beneficiary must give his consent and, where appropriate, sign a responsible declaration that he has the consent of the members of his family unit.
If it authorizes the consent, the SEPE, within ten days from the date on which the unemployment benefit is exhausted, will send to the National Social Security Institute (INSS), as the entity managing the IMV benefit (or to the competent bodies in the cases of the Basque Country and Navarre), the information necessary for its processing.
In case of recognition of the right to the IMV, the date of the causative event will be the date of the exhaustion of the subsidy, and the economic effects will occur on the first day of the month following the exhaustion of the subsidy, that is, there will be no period of loss of income for the beneficiaries. The person who holds the IMV will, in any case, be the one who was the beneficiary of the unemployment benefit.
In situations where this procedure cannot be used, or when citizens have not given their consent, the interested parties can submit their application very easily on the new INSS portal: https://prestaciones.seg-social.es/, by post or in the Social Security Information and Care Centers (CAISS).
The attention for this gateway to the IMV will be made after personalized communication to each of the beneficiary persons who are receiving the last quarter of service, who will be specifically attended by the SEPE in its network of offices.
