El Gobierno aprueba el nuevo Marco Estratégico contra el Racismo y la Xenofobia

The Council of Ministers approved, on the proposal of the Ministry of Inclusion, Social Security and Migration, the new Strategic Framework for Citizenship and Inclusion against Racism and Xenophobia (2023-2027). This new strategic framework responds to the commitment of the Member States of the European Union to have specific plans against racism and renews the strategies approved in 2011 and 2014, incorporating new elements of depth, such as hate speech on the Internet.

The framework has been developed through a broad process of dialogue, participation and consensus with the three levels of administration, social partners and civil society organizations, including immigrant associations.

The Strategic Framework has two major objectives: to advance the integration and inclusion of migrants and to prevent and combat racism, xenophobia and related intolerance. To this end, it proposes transversal actions on six lines of action and for each of them a series of objectives and indicators have been defined, which will allow us to monitor their situation and their evolution. The Framework is conceived as a proposal for integral, voluntary and flexible action to inspire the public policies of all administrations and civil society as a whole.

The two most important lines of action are those dedicated to prevention, awareness-raising and intervention measures against xenophobia, racism and intolerance and to care for and redress for victims of xenophobia, racism and intolerance. Within the first, a procedure has been launched to report possible hate speech crimes of racist and xenophobic motivation to the State Attorney General’s Office, which allows the Spanish Monitoring Centre on Racism and Xenophobia (OBERAXE) to take another step in its work against hate messages that tarnish public debate. Under this new procedure, OBERAXE has filed five complaints.

The new Strategic Framework also provides for actions in legal-administrative matters related to the processes of foreigners and nationalization, among others; in issues related to humanitarian care and the reception of people seeking international protection, with special attention to the vulnerability of people; in active inclusion, to avoid discrimination in housing, employment, health or education; and, finally, in relation to participation and coexistence, with measures related to public spaces and collaboration with local authorities and local police.

In addition, in order to implement the lines of action of the Strategic Framework, it is planned to establish a Monitoring and Evaluation Committee, which, on the basis of specific indicators and ad hoc studies, will propose improvements. In addition, all the autonomous communities will draw up their plans for the integration and prevention of racism.
