Comienza a funcionar el primer convenio de colaboración para la mejora de la gestión de la incapacidad temporal y la asistencia sanitaria

The Secretary of State for Social Security and Pensions, Borja Suárez, together with the President of the Government of the Balearic Islands, Margalida Prohens, have today presented in Palma de Mallorca the agreement signed between Social Security, the Autonomous Executive, the Mutual Social Security Collaborators (MCSS) and the Association of Mutual Workers (AMAT) for the improvement in the management of temporary disability (IT) and health care within this Autonomous Community.

The objective of the agreement is to promote a better use of the means of care of the mutual social security collaborators in traumatological processes, so that diagnoses and treatments are accelerated.

This is the first agreement of this nature, which implements the agreement reached at the Social Dialogue Table, in July last year, for the development of the Agreement for Employment and Collective Bargaining (AENC) in relation to the involvement of mutual societies in IT processes through the conduct of diagnostic tests in pathologies of traumatological origin, in collaboration with the Autonomic Public Health Services.

Borja Suárez stressed that “this collaboration will always be subject to the voluntariness and consent of the citizens. In addition, its main objective is to improve the health of working people and prevent the unnecessary prolongation of temporary incapacity processes.”

This agreement will be applicable to the processes of Temporary Incapacity derived from Common Contingencies of traumatological origin that affect workers in an IT situation where the coverage of the economic benefit corresponds to a Mutual collaborator with the Social Security in the Autonomous Community of the Balearic Islands. In any case, it will be linked to the pathologies of traumatological origin that the text contains.

For its development, the Public Health Service will make available to the Mutual, with the informed consent of the patient and through the INSS, the sanitary actions it deems necessary for the realization of diagnostic tests, therapeutic and rehabilitative treatments, including surgical interventions.

The agreement stresses that the primary care physician will be responsible for the recognition of medical leave and discharge, the determination of the initial diagnosis and, where appropriate, the modifications of diagnosis that may occur and the full determination of health care.

This collaboration aims to alleviate the care burden and waiting lists of Public Health Services, as well as reduce the duration of Temporary Disability processes and improve the health of working people.

The agreement provides for the establishment of a Follow-up Commission to monitor and control its implementation and the commitments made by the parties, as well as the evaluation of the operation and the proposal of the adoption of necessary measures to improve its effectiveness and promote its implementation.

This cooperation shall be valid for four years and shall be extended, subject to an express unanimous agreement between the parties, for a further four years.

Once this agreement has been signed, the objective is that this collaboration will be extended in the other autonomous communities in the coming dates.
