Alberto Sereno Álvarez
Alberto Sereno Álvarez has been Secretary General of the Higher Council for Scientific Research (CSIC) from January 2012 to July 2022.
He has a degree in Biological Sciences from the Complutense University of Madrid and an official of the Superior Corps of State Civil Administrators. In the last thirty years he has held various positions of responsibility in the General State Administration.
He has been general director of the National Geographic Institute for ten years (2002-2012), general deputy director of Human Resources and Organization of the Ministry of Economy and Finance (1996-2002), general director of the Civil Service (1995-1996) and general director of Services in the Ministry for Public Administrations from 1993 to 1995.
He has also participated in governing bodies of different public companies, such as Auxini, Trasmediterránea, Correos or Puertos del Estado; or from private companies, such as Bíópolis; and in collegiate bodies such as the Higher Personnel Commission, the Interministerial Remuneration Commission or the Higher Geographical Council.
He has collaborated in numerous training actions, especially in the field of Management and Strategic Planning and on the development of human resources, investment planning and management or budget monitoring and control.
He is co-author of the study "Administration and Competitiveness", published by the School of Industrial Organization, and of the essay "On Science, public management and other needs" published by the National Institute of Public Administration.
