General Subdirectorate of Financial Control of the Social Security System

1. Develop, in the field of Social Security and within the framework of the Annual Audit Plan, the functions that correspond to the General Social Security Intervention in the field of financial control, either directly or through the delegated Interventions, in the terms, conditions and scope that is determined in each case.
2. To develop, within the framework of the Annual Audit Plan, either directly or through the delegated Interventions, the functions that correspond to the General Social Security Intervention in terms of financial control, in relation to the beneficiaries and collaborating entities, by reason of the grants and aid granted from the budgets of the Managing Entities and Common Social Security Services, in the terms, conditions and scope that in each case is determined.
3. Carry out, directly or through the delegated Interventions of the General Social Security Intervention, the financial controls that are determined to evaluate the management of the budgetary programs of the Management Entities, Common and Mutual Services of Accidents at Work and Professional Social Security Diseases.
4. Prepare and process, on the basis of the reports issued by the Delegated Interventions or by itself, the aggregated reports on the monitoring of budgetary programs that the General Intervention of Social Security must render.
5. Develop in the field of Social Security the audits of systems and procedures included in the plan of actions of financial control.
6. To formulate proposals for alternative systems or modifications to existing ones with a view to improving management.
7. Coordinate the actions of permanent financial control developed by the Delegated Interventions in its area of competence in accordance with articles 157 to 161 of Law 47/2003, of November 26, General Budget (BOE 27-11-2003).
8. To draw up, on the basis of the reports issued by the Delegated Interventions and by itself, the annual report and the performance reports referred to in articles 36 and 37 of Royal Decree 706/1996, on internal control exercised by the General Social Security Intervention.
9. Prepare and propose the approval of the resolutions, instructions, circulars and orders of services necessary for the realization of the financial controls referred to in the previous paragraphs.
10. Carry out the studies and reports that within the scope of his competences are entrusted to him.
