    • Synopsis

      This report urges Spain’s institutions to enhance their commitment to curb hate crimes and particularly stresses the need for these crimes to be counted.

      It is comprised of an editorial, written Esteban Ibarra, urging that legal action be taken against racism and hate crimes. A second section of the report presents international bodies’ declarations against racism and intolerance. The report then continues arguing for the need to amend article 510 of Spain’s criminal code, presenting the 2008 Framework Decision (913), providing excerpts from the Barcelona Public Prosecutor’s report, a judgement from the European Court of Human Rights regarding hate speech, a presentation on the reversal of the burden of proof, European Council Directive EC (43) of 29 June 2000; a description of strategic foresight as a method to combat criminal neo-Nazi organisations; a manifesto for police management of diversity and an analysis of hate symbols. Also a summary of the main judgements related to racism and hate crimes appears in an appendix, as do a list of concepts to be applied to language against intolerance and racism.
